Rule # 1 states that you should balance the aluminum atoms first in this reaction.
However, in this case, this would not accomplish anything. Therefore you must balance the oxygen atoms first. In this reaction, there are two oxygen atoms on the left side of the reaction arrow but there are three oxygen atoms on the right side of the reaction arrow.
What do you have to do to arrive at the same number of oxygen atoms on both sides of the reaction arrow?
