This answer is not correct. Although the order of the orbitals seems to get a little strange at the transition elements, the order of the s and p orbitals is consistent. The 4s orbital is lower in energy than the 3d orbitals but not the 3p orbitals. It is lower in energy than the 3d orbitals because there is a greater probability that the electrons in the 4s orbital will be found closer to the nucleus than in the 3d orbitals. The same is not true for the 3p orbitals.
