This answer is not correct. You are thinking of a substitution mechanism analogous to the S_N2 mechanism. Remember that even chloroethene does not react by the S_N2 mechanism because the sp²C-Cl bond is a bit stronger than a sp³C-Cl bond and that the rear attack is inhibited sterically. In this case, attack from the rear is even more crowded.
